Professional Summary
I holds a B.S. degree in Computer and Information Science, which I received in 1989, and a Ph.D. degree in the same field, which I obtained in 1993, both from Chiao Tung University in Taiwan. Currently, I serve as a distinguished professor and the Associate Chairperson of the Graduate Institute of Library and Information Studies at Taiwan Normal University. From 2013 to 2022, I held the position of University Librarian at Taiwan Normal University. In addition to my academic roles, I served as the President of the Interlibrary Cooperation Association (ILCA), Library Association of the Republic of China (Taiwan), and the Chinese Association of Library and Information Science Education (CALISE).
I utilized my technical expertise to support the advancement of digital libraries in Taiwan, such as establishing mirror sites for significant A&I databases including SCI/SSCI and Ei Compendex in the late 1990s. I also developed the Interlibrary Loan Networking System for Taiwanese Libraries, which has greatly expedited the interlibrary loan process in Taiwan. Furthermore, I have been playing a crucial technical and professional role in the operation of CONCERT (CONsortium on Core Electronic Resources in Taiwan), the largest academic and research library consortium in Taiwan.
I actively involved in TELDAP (Taiwan E-Learning and Digital Archives Program) for almost a decade. My team created digital museum websites that focused on Taiwanese artists, such as YuYu Yang (sculptor), Hsin-Chin Liu (cartoonist), Tai-Hsiang Li (musician), and Cloud Gate (dancing theatre).
