Structure

The superficial fascia of perineum contains a large amount of adipose tissue and in both males and females it is continuous with the areolar tissue of the anal triangle.

Function

It provides structural support and provides a protective function to the perineal region. In females, it forms the bulk of the tissues of the labia majora and the mons pubis. In males, this layer is much thinner and is largely absent in the penis and the scrotum.
